I find it difficult to follow the points in your initial section. Please describe the strategies against spam before commenting on them. This avoids the need for the reader to visit your hyperlinks to understand the approaches that you are talking about.

The analysis of bounties and Goodmail is particularly good. The only changes I would make there is to tie this specifically to the interests of stakeholders: Who gets the benefits? Who pays the costs? Is the overall utility increased? Does the solution respect everyone's rights?

One point on organization: A list of more than 3 or 4 items is hard to grasp. If you can categorize the points into fewer categories, or create subcategories, your page becomes more comprehensible.
